BGP Dampening Thresholds, again
Input was from Tony Barber and last winter’s work
It is not clear this is yet widely deployed in Europe
Needs to be widely deployed to work well
Current, 3 flaps to dampen, may be non-optimal
But one crash of beta code+reload of old code shouldn't cause long dampening
4 better for long damps, 3 OK for short
Dampen prefixes longer than /19, be more generous with shorter than /19
